From Objectives to Results: the Implementation of the EU-Ukraine Association Agreement as Seen by Stakeholders


On Dec. 7, 2017, one day before the EU-Ukraine Association Council, UA CSP experts presented a study with their assessment of the AA implementation in the following eight areas: judiciary efficiency; information and communication technologies accessibility; ratification of the Rome Statute; consumer protection; reinforcement of the scientific potential of Ukraine; gender equality and nondiscrimination in employment; water resources management; and vocational education. The analytical report was the first attempt in Ukraine to assess the implementation quality and fullness of individual AA provisions using a unique methodology based on a survey of various stakeholders. The authors of the study translated its findings into recommendations for Ukrainian authorities on how to speed up the AA implementation. These findings were presented to the EU Delegation, Vice Prime Minister for European and Euro-Atlantic Integration of Ukraine and other Ukrainian government officials responsible for the EI sphere, MPs who are members of the Parliamentary Committee on European Integration and other Committees related to the study areas as well as experts and public at large.
