Recommendations on improvement of granting and using assistance for Ukraine by the European Union within the framework of the Eastern Partnership Territorial Cooperation Programme
This publication examines organizational, thematic, financial problems and inconsistencies in the programmes of cross-border cooperation “Moldova-Ukraine” and “Belarus-Ukraine”. In particular, the authors have analysed the stages of:
– preparation and implementation of the programmes;
– development, selection and implementation of the winning projects supported by the programmes.
This document also comprises recommendations for improving mechanisms of granting and using technical assistance from the EU to Ukraine through above-mentioned programmes of cross-border cooperation.Open pdf
The Eastern Partnership Territorial Cooperation Programme(EaPTC) is a pilot initiative launched by the European Commission in 2012. Territorial cooperation programmes open an opportunity for the Eastern Partnership (EaP) countries to identify and jointly address common challenges for the border regions towards sustainable economic and social development at local level.
The overall objective of the EaPTC is sustainable territorial cooperation between border regions to benefit their social and economic development. Specific objective of the Programme is strengthening cross-border contacts between local authorities, communities and civil society organizations for the development of joint solutions to common social and economic challenges.
