Description of the project
The unjustified government guarantees at the expense of the state budget, doubtful tax concessions, selective write-offs of tax debts, subsidies to certain economic entities – all these and many more tools have become an ‘integral’ part of the Ukrainian economy. The Association Agreement (AA) defines Ukraine’s external commitments with respect to reforms, inter alia concerning government assistance. The Law of Ukraine ‘On the Government Assistance to Economic Entities’ became its first step in the AA implementation. This law has enabled the Anti-Monopoly Committee of Ukraine to actually impact on the process through the development and implementation of subordinate legislation.
The purpose of this project was to increase the AA implementation effectiveness regarding the issues of government assistance. The project implementation was carried out by conducting the relevant study, as well as by checking the regional target programmes on how transparently do they provide a governmental assistance. Also, the process of elaboration of related legislation by regional authorities was analysed.
The project implementation engaged the active participation of both providers and recipients of governmental assistance and improved their understanding of Ukraine’s commitments under the Association Agreement.
