Description of the project

Important elements of Ukraine’s approach to EU standards, as the Association Agreement envisages, include the harmonisation of the Eastern Partnership’s digital markets and consumer protection in the cybersecurity and personal data context. Since 2014, there have been three attempts to approve a roadmap for the approximation of Ukrainian legislation to EU law, all falling short. On the other hand, key stakeholders in this domain demonstrate a deep understanding of needs and priorities. Unfortunately, this has not been translated into specific changes that would help integration into the EU Digital Single Market with all its advantages.

This project is a logical continuation of what has been already developed on Ukraine’s integration into the EU Digital Single Market. This includes the analytical note ‘What should be the Roadmap for the approximation of Ukrainian legislation to the EU telecommunication (electronic communication) legislation?’ that helps enhance the advocacy campaign for necessary political and legislative changes.

The project implementation included the development of analytical materials and infographics justifying the required changes at the level of legislation.

Relevant changes at the level of the state should be considered the main result and achievement of the project since the current Association Agreement version needs to be revised for the adaptation of Ukrainian legislation to the norms that have been already in force. Informing the public, working with stakeholders, and professionally carrying out monitoring of amendments to legislation and their compliance with EU requirements allow Ukraine to get closer to its ambitious goal of being integrated into the EU Digital Single Market.
