Description of the project
The Association Agreement implementation process at the national level does not reflect the situation developing in regions, the energy and energy efficiency sector being no exception. The Association Agreement is not directly binding for regional authorities, and therefore, they carry out their activities in compliance with provisions of laws and regulations adopted at the central level.
The resistance to the implementation of European integration reforms that occurs in Ukrainian regions often results from the low awareness about their advantages and opportunities as well as the commitments envisaged by the Association Agreement.
The project ‘Enhanced public impact on accelerating the energy sector reform in compliance with the EU-Ukraine Association Agreement’ was aimed at speeding up the reform implementation in Lviv, Ternopil, Chernihiv, and Kharkiv Oblasts through effective advocacy and cooperation with local governments in the area of energy efficiency.
The project also included analytical work as well as the development of recommendations on the EU directive implementation and energy policy reform at the regional level for key stakeholders (members of oblast/local councils and officials of their executive bodies who elaborate and implement energy efficiency policy for the development of oblasts, cities, and consolidated communities).
In the long run, the project will become a ponderable element in the Association Agreement implementation at the regional level.
